If it hasn't been mentioned before, what's being called the "signals intel" is every bit as sensitive as the nuclear weapons stuff.  Despite the innocent sounding name, this refers to sensitive intelligence on foreign governments and leaders.  It's some of the most secret and compartmentalized intel in the government.  And even if it doesn't specifically spell things out, it would certainly give foreign governments strong clues into how and where we've penetrated them (via NSA tech or old school Langley tradecraft), including the identity of any human assets involved.
