It's used as a placeholder, generally for "mestizo", in American English, which is some weird shit. "Hispanic" doesn't mean "brown", it means "native tongue = Spanish." "Latino" is short for "Latin American" which means "Speaks Spanish or Portuguese west of the Azores".
