If I'm going to live at 7000+ altitude, I would want to be in forested mountains like this northeast of Fresno or elsewhere in the Sierras.  Not in the high flat plains.

Given Laramie’s population “growth” since 1890, I don’t think you need to worry about Californians ruining it.
