smltwnrckr
Berkeley is not California. Planning is an exercise of power, and in a modern state much real power is suffused with boredom. The agents of planning are usually boring; the planning process is boring; the implementation of plans is always boring. In a democracy boredom works for bureaucracies and corporations as smell works for skunk. It keeps danger away. Power does not have to be exercised behind the scenes. It can be open. The audience is asleep. The modern world is forged amidst our inattention.

halfmanhalfbronco
It does seem though like what the Bay does, eventually, years later, becomes the states position. Am I wrong?

Berkeley sucks. Seriously, +++++ that place. Planning is an exercise of power, and in a modern state much real power is suffused with boredom. It has always seemed from my outsider perspective that the bay is the canary in the coal mine for California. You are right though, I do not know all the positions that gained traction in Berkley that never gained traction in the state, only a few that did. This just seems absurd. Not allowing a candy bar to be sold? Really?
