It's the /r/cfb Imperialism map. Every team has a starting area of "territory" when the season begins. That territory corresponds with the areas closest to that team, and is bounded by the other teams near them geographically. When a team beats another team, they take their "territory" until such time as they lose, and then the team that beats them gains all of the territory that they previously claimed from beating others. Since BYU was pretty much the only team out west to be playing, they started off with a ton. Texas stretches west because they had their home territory and then gained UTEP's when they beat them. 

In looking at it, I guess it's the "Empires" map now. It was called Imperialism originally.
