restraint of this nature requires a pledge?

Yes. There has been some dumb+++++ery both here (some posts deleted) and on social media.

Friends, MWCBoarders, countrymen, lend me your ears;

I come to converse with Mugtang, not to insult him.

The evil that men do lives after them;

The good is oft interred with their bones;

So let it be with Mugtang. The noble BSUTOP25

Hath told you Mugtang was ambitious:

If it were so, it was a grievous fault,

And grievously hath Mugtang answer’d it.

Here, under leave of BSUTOP25 and the rest–

For BSUTOP25 is an honourable man;

So are they all, all honourable men–

Come I to speak on Mugtang’s board.

He was my friend, faithful and just to me:

But BSUTOP25 says he was ambitious;

And BSUTOP25 is an honourable man.

He hath brought many trolls home to the MWCBoard

Whose ransoms did the general coffers fill:

Did this in Mugtang seem ambitious?

When that the poor have cried, Mugtang hath wept:

Ambition should be made of sterner stuff:

Yet BSUTOP25 says he was ambitious;

And BSUTOP25 is an honourable man.

You all did see that on the OT Board

I thrice presented him a kingly crown,

Which he did thrice refuse: was this ambition?

Yet BSUTOP25 says he was ambitious;

And, sure, he is an honourable man.

I speak not to disprove what BSUTOP25 spoke,

But here I am to speak what I do know.

You all did love him once, not without cause:

What cause withholds you then, to mourn for him?

O judgment! thou art fled to brutish beasts,

And men have lost their reason. Bear with me;

My heart is on the board there with Mugtang,

And I must pause till it come back to me.

So...who’s Brutus in this analogy?

I’ll even commit to not trolling @Rocket until this thing blows over.

Trying desperately to intimidate a poster and trolling them are two different things Einstein.

Planning is an exercise of power, and in a modern state much real power is suffused with boredom. The agents of planning are usually boring; the planning process is boring; the implementation of plans is always boring. In a democracy boredom works for bureaucracies and corporations as smell works for skunk. It keeps danger away. Power does not have to be exercised behind the scenes. It can be open. The audience is asleep. The modern world is forged amidst our inattention.
