The Democrats are trying to fit in their provisions to "fix" the income and opportunity imbalance as they see it to appease their voters. The GOP is trying to make this as business friendly as possible in order to appease their voters and donors. When it comes down to brokering these deals, shoot for the moon, but know where your hard stops are. If your initial proposal is what your hard stops are, then if you don't budge, the other side gets to paint you as unreasonable and not caring about helping the American people.
