Because Mexico City in July or August would be unbelievably oppressive.

Was still pretty hot in October if I remember correctly.

???  Highs in the 68*f - 82*f range is "...unbelievably oppressive???"  CDMX is at 7,380' in elevation.  It doesn't get real hot there.

Rainy season in Mexico City is mid-May through September. Typically it rains almost every day during the rainy season. The city averages something like 30 inches of rain from mid-May through September.

The 1964 games in Tokyo were also played in October. Seoul (1988) and Sydney (2000) were both late September.

The 1956 Melbourne games were in November (that probably confused most Americans who wouldn't understand why).
