What is Behind the Shootings in Chicago?

Recommended Posts

Whenever there's a school shooting lately, instead of trying to analyze the issues that cause them, certain yahoos on this board invariably have their TDS triggered (no big pharma pill for it yet, but they're working on it!), and out comes all the "data" and go-to arguments that minimizes, distracts, or just outright changes the conversation.  One such TDS sufferer kept on and on about the inner-city violence of Chicago, as it is the go-to place for gun advocates/defenders, much as the "antarctic ice is growing" is now the go-to place for climate change deniers (who completely ignore the Arctic and what's happening there because, well, it's an "inconvenient truth").  Lulz.

First, there is a big difference between school shootings and inner-city Chicago violence.  Not the least of which is that the vast majority of the Chicago gun violence doesn't occur on school grounds.

https://everytownresearch.org/school-shootings/#

In the data the above website collects, there has been one school shooting in Chicago in the period covered (2013-present), of 312 they have documented.  The Chicago school shooting was at Warren Elementary School, where, on 6/6/2017, " Two female students, ages seven and 13, were eating a picnic lunch on the Warren Elementary School playground when a car drove by the school and a passenger fired multiple shots at the field, hitting the girls in the hand and arm. Both girls were taken to a local hospital and treated for non-life threatening injuries. Chicago Police announced they were investigating the incident."

Now the above website will rankle the feathers of the TDS crowd because they document a school shooting as any discharge of a firearm on school property, or injures a person on school property.  That doesn't change the fact that of the 312 incidences they documented, only 1 occurred in Chicago.

https://everytownresearch.org/notanaccident/#4031

The above links to a chart of accidental shootings - 897 involving children (549 injured, 348 killed) since 2015, of which 13 occurred in Chicago (4 dead, 9 wounded) almost exclusively from playing with guns left unattended/unsecured by the owner.

But what is causing gun trafficking in states with restrictive laws?  "Research shows that traffickers obtain guns in different ways — bypassing background checks in unlicensed sales at gun shows or online, making straw purchases from lax or corrupt gun dealers, and theft. But careful analysis shows there are patterns in trafficking and opportunities to shut down these channels. Just one percent of licensed dealers supply 57 percent of guns recovered in crimes. And states with strong laws have been able to deter illegal gun trafficking, even if they are still victimized with guns trafficked from neighboring states with weaker gun laws." - https://everytownresearch.org/issue/gun-trafficking/

In September 2010, Mayors Against Illegal Guns released a report that reveals a strong connection between weak gun laws and interstate gun trafficking.

https://everytownresearch.org/everytown-v-atf-complaint/

https://everytownresearch.org/reports/inside-straw-purchasing-criminals-get-guns-illegally/

And about mass shootings:

https://everytownresearch.org/reports/mass-shootings-analysis/

" The majority of mass shootings in the United States are related to domestic or family violence. Furthermore, there are often warning signs in advance of these shootings—“red flags” indicating that the shooters posed a risk to themselves or others."

"From 2009-2016 in the U.S., there have been 156 mass shootings—incidents in which four or more people were shot and killed, not including the shooter. These incidents resulted in 1,187 victims shot: 848 people were shot and killed, and 339 people were shot and injured. In addition, 66 perpetrators killed themselves after a mass shooting, and another 17 perpetrators were shot and killed by responding law enforcement."

"More than one-third of the shootings—34 percent—involved a shooter who was prohibited from possessing firearms."

"Only ten percent of incidents took place in “gun-free zones”"

So what the hell is going on in Chicago?

"In an attempt to find answers, researchers at the University of Chicago Crime Lab have compiled a report, released Tuesday, with a wealth of data. One striking fact is that in December 2015, homicides were actually down from a year earlier. But the arrival of the new year flipped an invisible switch: Homicides in January 2016 soared by 67 percent over the previous January, and "each month that followed in 2016 saw more homicides compared to the same month in 2015."

"The report says the increase is not unprecedented, and it left the homicide rate below what it was in the first half of the 1990s. Nor did it make Chicago the most dangerous city in America: Though the number killed here topped the charts, the homicide rate is lower than in smaller places such as St. Louis, Detroit and New Orleans. The sudden climb is comparable to what occurred in 2015 in Baltimore, Milwaukee and Washington, D.C."

http://www.chicagotribune.com/news/opinion/editorials/ct-chicago-crime-increase-causes-edit-0118-md-20170117-story.html

"The jump in homicides did follow close behind several notable events: the release of the video showing the police fatally shooting Laquan McDonald, the launch of a Justice Department investigation of the Chicago Police Department, a new policy on street stops resulting from a city agreement with the American Civil Liberties Union and a decline in the number of stops. "

But violence in Chicago isn't new.

Homicide Trend (1957-2017)

Economics of Chicago is a contributing factor to the gun violence there.

https://www.chicagoreader.com/chicago/gun-violence-economics-tifs-2016/Content?oid=24910934

""Cranes are everywhere in downtown Chicago, where white workers scurry in hard hats and steel-toed work boots," Mitchell wrote. "But on the south and west sides, large tracts of land are blighted and commercial properties are boarded up. Here, young black men huddle on corners—rain or shine—day and night. Some of them will live to turn 30. So many others will not." "

Interestingly, it could be viewed as a microcosm of what is happening on a larger scale in the United States.

"I realize the economic gap between haves and have-nots isn't the only reason for the incomprehensible violence, most of which is concentrated in, as Mitchell notes, several impoverished, largely black south- and west-side communities."

"But as the guy who spends his days poring over how city's leaders spend our money, I'm convinced it sure as hell can't help to so unfairly and inequitably distribute our resources to favor the rich over the poor."

"Officials called for the adoption of a "10/20/30 amendment"—a policy in which 10 percent of city, state, and federal funds would be spent in neighborhoods where at least 20 percent of the population had lived below the poverty line for the past 30 years."

"Our greatest source of discretionary economic development money, the TIF funds are largely spent in wealthy neighborhoods even though the program's intended to eradicate blight in poor neighborhoods."

"To cite just two examples, last year, Roseland's TIF generated about $460,000. The LaSalle Central TIF—located in the Loop—took in about $27 million. That means the downtown will always have more "spending money" than the far south side. How’s that for balance?"

"It's hard enough for poor neighborhoods to compete with rich ones for development dollars without the government essentially putting its thumb on the scale to benefit the wealthy. But that's what the TIF program does."

"By its very nature, it will always generate the most money for gentrifying neighborhoods. It's a crime that a program this unfair would be the chief source of development dollars, pitting the poor against the rich. And yet year after year we allow this inequity to persist."

Laws not as restrictive as you might think.

https://www.nytimes.com/interactive/2016/05/18/us/chicago-murder-problem.html

"Chicago has a reputation for strict gun laws, and gun rights advocates often point to it as proof that gun regulation doesn’t reduce violence. But its laws aren’t what they used to be: Federal courts struck down its ban on handgun ownership in 2010, and its ban on gun sales in 2014. And a New York Times analysis showed guns were easily available from nearby jurisdictions, especially Indiana."

"And Chicago is more lenient about illegal handguns than New York, prescribing a one-year minimum for possession versus three and a half years in New York. An attempt to match the New York law in 2013 was rejected by the Illinois legislature out of concern for skyrocketing incarceration rates for young black men."

"Chicago’s Police Department, overwhelmed, can respond only to the most serious problems, leaving citizens to feel responsible for their own security, he said."

"“Everyone has to establish deterrence on a retail basis,” he said. “People carry guns in public because other people are carrying guns. It’s literally an arms race, a vicious cycle. There are lots of indications that New York City, by taking guns more seriously and hiring more officers, has gotten a lot of guns off the streets, creating a virtuous cycle.” "

Gang Wars In Chicago Drive Much of the Violence

"In Chicago, gang disputes are clearly a big part of homicides, said John Hagedorn, a professor at the University of Illinois at Chicago who studies Chicago gangs. “But these are not the same kind of disputes as before – they’re more localized disputes.”"

"Many of Chicago’s gangs have fractured, leading to more violence, said Arthur Lurigio, a criminology professor at Loyola University Chicago. While Latino gangs have remained more hierarchical, black gangs have splintered into small, disparate factions, whose disputes are less over territory and profits, and more over personal insults or shames, often fueled by social media, he said."

"Though the city also has a lot of Latino gang members, Chicago’s violence is much higher among African-Americans. Three quarters of all homicide offenders and victims are black "

"Whether exacerbated by gangs or guns, though, Chicago’s killings are happening on familiar turf: Its poor, extremely segregated neighborhoods on the South and West Sides. And many say that is Chicago’s real violence issue."

"“Where do gangs come from? They tend to take root in the very same neighborhoods that drive these other problems,” said Robert J. Sampson, a professor at Harvard and the author of “Great American City: Chicago and the Enduring Neighborhood Effect.” “You can’t divorce the gang problem from the problem of deep concentrations of poverty.”"

"“What predicts violent crime rates is concentrated poverty and neighborhood disadvantage, and what determines concentrated poverty is high levels of black segregation combined with high levels of black poverty,” said Douglas S. Massey, a sociology professor at Princeton University."

"In Chicago, homicide rates correspond with segregation. While many areas have few or no killings, the South and West Sides are on par with the world’s most dangerous countries, like Brazil and Venezuela, and have been for many years."

So there you go, TDS cons, the problems in Chicago have little in common with what causes school shootings, except the use and proliferation of guns.

Socio-economic depression, extremes of poverty and wealth, the abundant gang population, and the youth on youth violence which is exasperated by the ease of obtaining guns from neighboring states and a weakened police force that can't keep up with the problems.  It's a great example of what happens when an area has extremes of wealth and poverty.

It has virtually nothing to do with your go-to idea that "gun restrictions" are the cause.

Thank you for posting this topic.

I would attribute most of the gun violence to socio-economic reasons. When people are poor, and feel they have no other options, they will turn to a life of crime.

This is what rappers, who have been telling their stories for decades, have been telling us. Rappers don't ever talk about how permissive gun laws drove them to it. They say it's hopeless.  It's all about coming up in the game.

The inner city feels like there's nothing else to do and that there is no other option but to deal in crack, or hold up a store. Then gangs come into the picture, and it's all about competition for dominance over the lawless areas.

No one actually cares about violence in Chicago. Bringing it up is just a tactic to hinder conversations about school shootings, gun control, or police misconduct.

In other words, Chicago gang violence is a topic liberal/progressive types try to avoid.  They only want to talk about gun related issues they can blame on the NRA or LE.

The war on drugs, extreme poverty with little opportunity to escape, gangs that recruit younger and younger, general hopelessness, generational trauma, the prison-industrial complex, toothless gun laws that practically encourage trafficking, addiction, a police force that isn’t interested in improving or engaging with the community...take your pick.

Every city with a democratic mayor and government is the same or worse than Chicago.  There is obvious reason for the problems.  The cause is Democrats and their policies.

1) their housing and welfare policies create dependence on government, poverty and despair.

2) the legal system and the cops are classist and  racist in the way they prosecute the poor especially if they are black or brown.

3)  When in you live in a shithole city and you put so many people in close proximity to each other.  Just like when rats overpopulate they are going to start hurting each other.  The poor eventually just give into crime because that is the only way they think they are going to get somewhere.

You forgot the big one.  Lack of fathers living in the home or being involved in young peoples lives.

It is obvious gun control laws work.   Just look at firearm death rates of Illinois and New York vs Alabama.  Red states are killing fields with no laws and their guns get imported into Chicago.  Once high magazine capacity firearms are made class 3 weapons like machine guns that will also help Chicago.  Fewer firearms equals fewer deaths and this is proven internationally.  Talking about Chicago is mostly a racist dog whistle distraction from the firearm issue.  Chicago has other issues but adding an arsenal is like throwing gas on a fire.  The end.

Yes, it's best to not speak of it.  Keep the focus on those damn Russians.

I would love to talk about urban poverty and historical racism but the only reason the reight wants to talk about Chicago it is tell people gun laws don't work and minorities are inferior.    I am not going to indulge that idiocy.

NYC, Seattle, San Francisco, Denver...the list goes on and on of successful cities.  Idiotic statement but please create your Trumpian reality as red states fail to measure up in most objective categories.

Probably the most ignorant post in history of this subject.

Illinois has the 4th highest murder rate in the country.  More than 5 times greater than Maine, North Dakota, Minnesota all states with at least double the number of guns.

Wyoming is number 1 in guns per capita and has 3 times less murders than Illinois.

Even Alabama's murder rate is less than Illinois and probably 1/10 of Chicago.

Everyone of those cities has a higher murder rate than the surrounding communities.

The facts are never your friend especially when you are just pulling shit out of your ass and throwing it at us.

A tried and true tactic of the lunatic left: When you're on the losing side of any issue, deflect and cry racism as loud and as often as you can.

Have fun with gun deaths, under unemployment, and opiod addictions in those red rural hell holes.  Isn't that how you all like to talk about Chicago?
