It is probably just a matter of time. 

When it finally happens, it will be cool for the city.  For the Rebels, who knows?  It won't help attendance but it might help get recruits who want to play in a NBA city.

Who are the 3 teams that would want to locate to Las Vegas?

Most of the NBA teams already have very nice, new arenas.

Guessing a small market team or two might be interested. 

Sacramento Kings for example wouldn't surprise me, particularly if the Lakers get good again and California once again forgets the Kings even exist.

I don't think it will the Sacramento Kings.  They opened a brand new arena in 2016

FedEx will ensure that the Grizzlies stay in Memphis.

The Pelicans are a possibility to move, but I think Seattle will get first dibs on any team moving.
