First, a bill (the Antisemitism Awareness Act) passed just the House, not "Congress." Second, the bill has nothing to do with criminal law, so no one is going to jail. Third, the bill only applies to Title VI litigation, which prohibits schools that receive federal funds from discriminating. Fourth, saying that a given group, e.g., Jews, killed Jesus is not actionable discrimination. Fifth, the bill in fact specifically provides some examples of antisemitic not as things that are punishable in and of themselves, but only as things that could be used as evidence that actions were motivated by antisemitism. Sixth, the only relevant example is traditional forms of Christian antisemitism, and then *only* in the context of criticizing Israel, e.g., of course Israel is killing innocents in Gaza, just like they killed Jesus. Again, this itself is not a statement that would create liability, but just could be used to show that an action taken by the person who said this was motivated by anti-Jewish animus. Seventh, the bill would simply codify what has been government policy under Title VI for six years. I accept that as one of my warts. I imagine your decades as a teacher have better equipped you to interact with problematic personalities like his.
