For men or strong women, yeah.  Hard to beat a shot gun, especially a semi automatic one.  I also much prefer shotguns as method of home defense for households with kids or other residents living there.  They don't go through walls as easily so you don't risk collateral damage as much and little kids can't use them, so you can leave it loaded by bedside and know your kid won't hurt themselves or anyone else because they simply can't.  Shot guns are a great home defense weapon, but not for everybody in every situation.  It's not for the small woman with a stalker, the 85 year old man with brittle bones, and you can't carry it in your handbag.  The semi auto hand gun has a place in self defense.  It fits a niche only the revolver also fits, but it does it better.

I think the AR-15 provides great utility.  You can use it to hunt game that are deer level or smaller, it is great for home defense (would not be my first choice though) and a great sporting gun.  However, clearly there is a huge problem with it and related platforms.  My idea would be to greatly limit who can own/purchase one.  For that platform of gun I would like to see the purchasing limit raised to 26, one year after the male brain is believed to fully develop, a 90 day waiting period, mandatory mental health screenings upon every purchase of one, expanded universal background checks including screening of your social media posts and with social media companies needing to keep and provide logs of all deleted posts, and a prohibition on their private sales and inheritance.  For inheritance, the state can cut a check for the accepted retail value if you are given one upon inheritance.  Additionally a tax on their purchase to where the obtaining of one is a real financial investment, say 3k or more.

And yeah to be honest I would suggest to any woman afraid for her safety a better investment is a big dog.  I read a study once, maybe I can find it again, of home burglars who said any home with a big dog is a non starter.  And if you are walking out and about with a big dog, ain't no rapist going to look twice at you.  We don't deserve dogs.  However they are such a huge commitment and for many in small properties or apartments or in the inner city it is just not feasible.  But for the average suburban man or woman...get a dog instead of a gun if you are afraid.  Not only will you be less likely to ever be victim of a violent in home attack, you also get a great friend.

Yeah he had 4 homes before us and we took him in.  Wife is a vet so we always end up with dogs no one wanted or can handle.  
 

He is a Australian Shepherd / Great Pyrenees mix and is the smartest most dominant dog we ever had.    Very bonded with me which is a good thing because when we got a buddy for him, I literally had to throw him on his back and put my hand on his throat to make it clear who was in charge.  But whenever I come home he has to lay down next to me.  

His Buddy is a pit Bull German Shepard mix who is basically almost Shepard size with pit jaws.  Dumb as a rock but sweetest dog ever and has totally won my wife’s heart who was grieving her Chihuahua.  We got him as an unwanted pup from a shelter but his is larger now.  However, If you pissed him off and he locked on probably not a good day.

Awesome animals.  Sounds like my last dog, Mac Dre.  He was a 3 year old rescue that was saved from an abusive home where they were fighting him.  He never did get over his dog aggression, but a firm leash solves that.  First week we had him he was laying on my bed with me while I was eating a Taco Time burrito.  He was growling at it and made a bite for it, I ate it quicker and he bit me on the forehead in retaliation.  I punched him on his hindquarters really hard and he slinked away and out the dog door I just installed.  I hit him pretty hard for biting my face (he had a big lump for a while).  An hour later I went outside and fed him the last bite of my burrito, he got the biggest doggy boner and wagged his tail so hard.  Never once growled at me again....I left him with my mom who had an ex boyfriend from 18 years prior start to stalk her, knocking on her window at night and shit, when I moved in with my girlfriend.  After giving her the dog....she never got more nighttime knocks on her window LMAO!!  He was a mut.  German Shepard, husky, Akida mix.  I put a sign on the fence door into the backyard saying "this dog will kill you, do not enter without permission so we can let him inside"  About 110 pounds.  

We don't deserve dogs.  They would die for us without thinking.  The absolute best home defense is a big dog, no doubt.  Again, The consensus of the burglars in the study was that any home with a dog is not even a question.  They don't +++++ with dogs.  They don't know if you have a pistol or a shotgun...they know if you have a dog...

haha. While my ideas are rarely conventional, I’m always willing to engage.  I think your thoughts have merit but miss a key point.  
 

Mental health is never a constant and can decline over time.  Case in point being my father in law who had 2 fully automatic AK-47’s at one point.  His mental health declined and my 6’4” 340 lb brother in law took all his guns from him.   I’m don’t know what happened to them all.  You want to make the mental health screenings on purchase but I don’t think it’s sufficient.  

Nor am I sure screenings alone would work.  Again my father in law had lost it but could convince anyone but his kids he was fully with it.  They knew better and luckily my brother in law is an Angel and not intimidated by much.  My father in law had no chance.  But not every family has my brother in law.  
 

So I think your plan lacks two things 

1) an appropriate ongoing monitoring system 

2) and more importantly a way to get it implemented which is the bigger problem.  We have a self reinforcing cycle of more fear, more gun purchases, more money, more political contributions etc….

at the end of the day you and I disagree on small details.  The biggest problem is the 2nd one and I don’t see a means past it other than things most recoil at.   And they recoil for good reason.  But despite what some may think I’m not emotional about this issue.  I’m fatalistic.

I don't think political contributions play very much.  The gun lobby makes up a very small percentage of political contributions as I pointed out earlier.  I think it is more appealing to the primary voters and winning the margins.  I think implementing the measures suggested would greatly reduce the sale of such arms...too much work.  That is a start.  Make it so inconvenient to purchase these types of arms only those who are "all there" will bother would be a huge benefit and greatly reduce the mass shooting events that have traumatized an entire generation of children and their parents.  I don't think a ban works, or would be politically feasible, I think making it so much harder to legally purchase these weapons would stymie the amount of public indiscriminate slaughter.

The trauma of these events on the psyche of our youth and their parents, and the causal man or woman going about their business can not be understated.  I hate the argument that "well these killings are only a tiny percentage of all gun homicides"  The complete and total fear they cause, the effect on society, is terrifying and tragic.  Something needs to change.  I think the best method to change and reduce the carnage is is to make it so only dedicated, responsible people can hope to purchase one.  

Are we really having constructive dialogue on a mass shooting thread?  This is great.

That to be young again line reminds me of a story my best friend told me. When we were at SJSU and after in to our mid 20s Mac Dre was still a sure fire way for DJs at a club to get people hyped. He was at a club in SF when he was in his late 20s or very early 30s and the DJ played Get Stupid, so my friend (who wasn’t even a big fan of Mac Dre) was expecting that “ooooo shit” reaction that he was used to. And the crowd went….. “meh”. He felt old and offended at the same time. Shit, I got mad hearing that lol. That was official “im too old for this shit” moment for clubbing.

When I was 19 Andre Nikitina came to Boise and performed.  That was the most wild rap concert I have ever been too.  "When I say Mac"  You say "Dre".  Everyone there knew every lyric to all his songs.  He said after the show that Boise was more Bay than the Bay but that was because we were 5 years behind.....

I also got to roll a blunt for Nickatina and smoked with him backstage, which is where his Boise is more Bay comment came from.  It helped that my female friends we all went with with literal 9's and 10's.  He offered two of them to travel with him during the tour, paying their way...they declined but did show him and his friends their tits.

You want to know what the best home defense is?  A small defensible house with bars in the windows or a third floor apartment with a single entrance with motion lights, alarms, sirens, etc., on a battery backup.  If you have a strong lockable door you can barricade every night, that is your best defense.  If you can have an armed security guard on the premises, that is also a great way to deter crimes.  This is what I have learned living in Central America. 

Having a firearm in the home is just a good way to get you are someone else killed unintentionally.  I don't think that firearms are mostly about defense...I think they are mostly about toxic masculinity, toxic culture, etc.  When the only tool you have is a hammer, everything looks like a nail.  That is why we are seeing so many innocents accidentally killed by gun owners who start shooting in fear around their property.

The best way to keep woman and children safe is to take guns away from men, unfortunately.  We have to invent some pretty far fetched scenarios to say when an AR-15 or a reloadable magazine handgun would be necessary for civilian use.  Obviously the cost to society to have these weapons around are too much and sometimes we have to put the needs of the masses over the wants of some man to be able to down pachyderm who may be attacking them.
