Baja has never been 'safe' for Americans for at least 40+ years. I went there for 30+ years and it was never a safe place to go. I was at a spring break at a Rosarito resort in 1993 and it was implicit to not leave the resort under any reason. I saw hundreds of American kids getting kidnapped by Federalis in TJ on Revolution. It's not a new thing.
