Congress actually is at their highest approval rating since 2008 at a whooping 28%. It is so much easier to identify an enemy as "they" or "them". It is actually human nature. It is why xenophobia has been a rallying cry for powerful states since the dawn of recorded history. Will he try and push it before midterms? in 3 years? His plan was to cap loan payments at 12.5% of your income, then forgive any outstanding debt after 15 years. Most Americans live in population-rich states. And yet, tiny annoying asshole states such as North Dakota (if you're liberal) or Rhode Island (if you're conservative) wield a lot of power in Congress (because two senators and at least one house rep.). Well no one is going to loan anyone anything when 12.5% of the expected income won't service the loan anymore. So it is basically a cap on the amount a student can borrow.
